JAMES BANKS

Planning Consultant

"Great planning is not just about ticking boxes; it’s about collaboration, foresight, and crafting strategies that balance ambition with practicality—ensuring every project delivers meaningful results for clients and communities."

MY JOURNEY

A Strong Professional Foundation

My journey in town planning began at Cardiff University, where I earned a four-year, RTPI-accredited bachelor’s degree in Town Planning. This rigorous academic training gave me a firm foundation in planning theory, housing policy, environmental legislation, transport planning, and research methodologies. From the outset, I understood that town planning was about more than regulations and paperwork—it was about people, places, and long-term benefits for communities.

Over the years, I’ve developed a nuanced understanding of both the English and Welsh planning systems, working across more than 50 Local Planning Authorities across both nations. Engaging with such a wide range of councils and policy contexts taught me how to interpret guidance flexibly, adapt to local circumstances, and negotiate complex planning challenges. Whether dealing with a small-scale extension or a major mixed-use development, my priority is to ensure that every project respects its setting, fulfils policy requirements, and ultimately contributes to a more sustainable and vibrant built environment.

Bridging Public and Private Sectors

My career has included extensive roles in local authority development management. As a planning officer and senior development management officer, I’ve processed over 1000 planning applications covering everything from householder schemes and agricultural conversions to major residential, commercial, industrial, and leisure proposals. I also have considerable experience in enforcement, resolving over 120 contraventions and breaches of conditions. Presenting cases to planning committees, negotiating Section 106 agreements, addressing biodiversity net gain, and tackling nutrient neutrality issues have all been integral parts of my role.
In the private sector, I’ve worked as both a freelance consultant and as an in-house planner for a renewable energy company, where I managed projects including wind turbines, solar farms, battery storage installations, and electric vehicle infrastructure proposals. This unique blend of public and private experience has honed my skills in policy interpretation, stakeholder engagement, and strategic planning. It has also taught me the importance of communicating clearly, anticipating potential obstacles, and crafting solutions that meet both market demands and regulatory standards.

Mr Martyn Popham

“James worked for Cenin on complex Planning Applications and demonstrated his ability to deliver outcomes in a timely manner. He had to manage his own workflow which he carried out effectively and always contributed to a number of projects in a professional manner. James embraced the challenges faced when developing sustainable Energy Generation Projects.”

Ms Sally Hayward

“Absolutely brilliant service. Gave me lots of great advice, did all the paperwork, kept in close touch with council which ensured the planning permission came through in good time and all for a really good price (a fraction of what I was quoted elsewhere!). Couldn't be happier and would thoroughly recommend to anyone needing planning permission.”

Mr James Middleton

"I had a good half an hour chat with James regarding planning permission for a potential front porch and rear extension. It was clear from the off that he is very down to earth, professional and had great knowledge of this field work. (which is a rare combination) I will definitely be using him in the future, as well as recommending him to friends and family. Thanks again."
